Cattle Preservation Bill 2021 passed in Assembly after Opposition Stepped out: Assam

On the last day of the Assam Assembly on 13th August, of the ongoing Budget session, the Assam Cattle Preservation Bill, 2021- which prohibits the sale and purchase of beef-eating communities and within a radius of 5km of the temple or Satra  (Vaishnavite monastery) was passed in the state Assembly.

The Assam Cattle Preservation Act, 1950 will repeal in the new legislation and is aimed at modulating "slaughter, consumption, illegal transportation" of cattle. It prohibits the interstate transport of cattle even through Assam without valid documents. A clause that was included ostensibly to check cattle smuggling to Bangladesh, which shares a 263-kilometer-long border with Assam.

Assam Chief Minister Himanta Biswa Sarma was extremely happy on passing if the age-old Assam Preservation Act in 2021. He ensured there will be due care of cattle as per the tradition and will also stop the illegal transportation and slaughter of cattle.

Earlier leader of the Opposition Debabrata Saikia of Congress said that the legislation would affect the livelihoods of the "poorest of the poor" and thus it needed to be referred to a select committee for further discussions.

However, on the last day of the State Assembly Budget session the Opposition Congress, CPI(M), and AIUDF proposed nearly 75 amendments and appealed to the government to refer the bill to an Assembly select committee for further discussion, but the Chief Minister rejected the proposal.

 Later the Opposition stepped out of the Assembly after which the Bill was passed by voice vote.  Speaker Biswajit Daimary announced the bill as passed, slogans of 'Bharat Mata ki Jai' and 'Jai Shree Ram' were heard from the BJP MLAs in the House.
