A circular from Patna University has gone viral, requesting that all PhD scholars in the chemistry department mark their attendance. The reason for the circular’s virality is that it has numerous grammatical faults.
“As per verbal advice to Deputy Registrar, Patna University, All Ph.D Research Scholars are directed to the mark attendance in attendance register. So All Research Scholars must be mark signature in attendance register otherwise absent mark in attendance register,” the circular read.
Dr Bina Rani, the head of Patna University’s chemistry department, signed the directive.
Sanjay Kumar, the Ministry of Youth Affairs and Sports’ secretary of youth affairs, tweeted the directive on Twitter. Kumar chastised the department head for being reckless and inept.

Many users responded to the images of the circular with their own explanations for Bihar’s “poor status” of education.
“Just can’t believe it’s from a HOD of a top University,” one person commented.

“Oh, my lord! And states are announcing English medium education without adequate preparation, resulting in children growing up with no language skills?” another user wrote
