Hearing a petition on custodial violence and other matters relating to prison conditions, The court ordered the inspector general of prisons to file a document listing all the people who have died in custody.
The High Court of Meghalaya put in motion a process to deal with custodial violence and other matters relating to the prison conditions by ordering the Inspector General of Prisons to create an affidavit listing all those who have died in custody since 2012.
A division bench of the Meghalaya High Court, comprising of Chief Justice Sanjeeb Banerjee and Justice Hamarsan Sing Thangkhiew, directed the Inspector General of Prisons to file an affidavit within the next 10 days. The court also ordered that the affidavit should be counter-verified by the Chief Secretary.
It would be best if there was a cutoff date, so the person submitting the affidavit confirms that there has been no other instances of custodial death. Additional defendants might be punished if there are any anomalies in the information or a name has not been discovered.
