The starving man identified himself as Khagen Modak, a native of Duliajan. According to reports, a starved man nibbled on the dog’s dead remains on the National Highway 31. He created a terrific ambience for the entire area by doing this in front of onlookers, which shocked everyone.
The dog was reportedly driven over by a vehicle on the highway a few days prior, according to reports. In the interim, concerned individuals have been pleading with the administrative body to become involved in the matter.
