A high-level ministerial committee will be established to look into the need for a permanent residence certificate (PRC) in order to take the exams administered by the Arunachal Pradesh Public Service Commission (APPSC), according to a decision made on Thursday by the state cabinet, which is presided over by Chief Minister Pema Khandu.
It was decided that the committee will look into a number of issues, “including the practise of PRC being made mandatory by other states, such Mizoram, Manipur, Nagaland, etc. The committee will also take into account any prior reports on the subject that have been provided to the government, and it will provide its recommendations in a timely way.
Additionally, the cabinet resolved to add regional material specific to Arunachal Pradesh and other NE states to the state’s competitive test syllabus.
The APPSC shall strengthen its grievance redressal mechanism, for which regulations (pertaining to the creation of a permanent body and deadlines for grievance resolution) shall be drafted.
“The provisions relating to the marks in different topics and the number of candidates to be invited for interview shall be modified and will be in line with the current UPSC selection procedures. The cabinet determined that the AR department must take action to change the current OM from June 10, 2022.
The AR department was instructed to “examine the UPSC’s, etc., practices regarding supplying information in respect of (1) marks earned for each question, and (2) marks gained by the third party.”
The cabinet made the decision that “the requirements of Article 316 of the Constitution will be followed” with regard to the nomination of the chairman and members of the APPSC.
A restructuring of the state’s health facilities in accordance with IPHS guidelines and the distribution of human resources to these kinds of facilities were also approved by the state cabinet.
The creation of a “state HR index and transfer policy connected to IPHS norms to advance toward the logical deployment of health human resource in the state” was also approved.
The decisions made during the first-ever national meeting of chief secretaries, which the prime minister called in Himachal Pradesh, were presented to the cabinet. The chief minister instructed all ministers to hold a meeting every week with their respective commissioners and secretaries to carry forward the agenda of the conference. (CM’s PR Cell)
